JOB SUMMARY:
The City of Toronto (City) has a $13 Billion annual operating budget and a $45 Billion, 10 year capital budget. The annual procurement spend is over $2.8 Billion. Would you like to manage the Division responsible for the commitment of public funds for the acquisition of goods and services in Toronto? In this role you would lead, innovate, manage change, continuously improve and get the most effective value in procurement for the City. You will provide vision and leadership in developing and implementing strategic enterprise-wide strategies for the procurement of construction, professional and general goods and services for the City with a focus on strategic sourcing/category management, supply chain management, and supporting technologies. In addition, you will provide overall strategic leadership and advice to ensure the City, and its agencies, obtain the best value, increase efficiencies and reduce costs.

SALARY: The salary budget for this role is between $174,920.20 and $205,532.60 per year and includes a comprehensive long-term benefits package with an additional OMERS pension plan plus health, dental, life insurance and more.

MAJOR RESPONSIBILITIES:
- Acts as Purchasing Agent for the City of Toronto divisions and designated agencies, (Board of Governors of Exhibition Place, Housing, Toronto Atmospheric Fund) and is responsible for the warehousing and distribution of warehoused goods required in City operations to City of Toronto divisions.
- Sets the overall strategic direction of the division by establishing goals and short-term and long-term objectives that are aligned with the overall strategic planning initiatives of the City of Toronto.
- Ensure accountability and compliance with applicable federal, provincial and municipal laws and regulations to establish strategies, controls, processes, policies and procedures to support the activities of the Purchasing and Materials Management Division.
- Directs, through subordinate management staff, all activities of the section, delegating management responsibility.
- Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Develops, recommends and administers the annual budget for the section, and ensures that the section’s expenditures are controlled and maintained within approved budget limitations.
- Provides ongoing leadership by using effective management techniques, implementing change management processes and developing staff to be able to respond to a changing work environment, enhance the overall performance of the division and meet the expectations of Council, the community and stakeholders.
- Establishes systems, programs, processes and a structure with the division for management of information and decision-making to maximize effectiveness, efficiency, resource control and reporting and ensure the financial administration and organizational effectiveness of the division. Ensures all practices and procedures are in compliance with Corporate policies, promotes continuous improvement in performance measures and benchmarks.
- Demonstrates high level of commitment to ensuring compliance with the Occupational Health and Safety Act.
- Facilitates effective labour relations by interpreting and assuring compliance with the collective agreements, providing input in the negotiation process where required, listening to and consulting with employees so that labour relations are continually enhanced.
- Ensures Council By-laws, policies and directives and applicable legislation and trade agreements (federal, provincial) are followed in all purchases made for the City and designated agencies by developing strategic purchasing and materials management policies that meet Corporate and Council objectives, reviewing and applying changes in legislation. Ensures all purchases are made in accordance with Purchasing By-law and proper authority is received in awarding of contracts.
- Oversees the City's strategic procurement services that provides sustained enterprise-wide leadership by identifying and realizing cost savings through category strategy, sourcing strategy and supplier performance.
- Leads and motivates a team to develop and execute procurement strategies while working with key stakeholders. Works with each service area to provide portfolio based customer service and strategy development of procurement efforts. Develops strategy for demand management, supply strategy, sourcing, execution and contract negotiation.
- Oversees and manages key spend categories for goods and services; responsible for sourcing and procurement processes, systems and outcomes including strategy development and implementation, common process definition and deployment, procurement organizational development and leadership, and delivery to support the City's business model, strategies, and financial operating plans.
- Oversees and leads the establishment of a compliance/quality assurance program for procurement within the Division and across the organization.
- Oversees and leads the establishment of contract management, supplier performance and supplier relationship management for use across the organization based on a common standard and approach to ensure the City gets maximum benefits from our suppliers.
- Oversees the continuous, efficient operation of a central warehouse supplying warehoused goods to City divisions and agencies. Ensures constant availability of supplies to meet client requirements, proper inventory controls for stocked items, turnover rate is within acceptable standards, minimal backorders and maximum fill rate, client concerns are addressed immediately and expediting of delivery of warehoused goods. Ensures clients are informed about procedures.
- Ensures prompt delivery of goods/services to divisions and agencies to ensure continued operations in supplying services to the public by establishing delivery schedules to service client needs and making allowance for rush deliveries.
- Prepares, analyzes and presents Purchasing and Materials Management information and reports to Council, senior management and various standing committees and taskforces, including, the awarding of contracts, consultant activity, sole source purchases. Continuously improves the quality of information derived from effective financial information systems.
- Ensures maximum recovery for obsolete/surplus goods by developing innovative disposal methods, ensuring items cannot be reused prior to disposal and proper advertising of items to be disposed.
- Ensures a fair, open and accessible process in accordance with current purchasing practices, By-law and applicable legislation by developing a system that enables all vendors to participate in the bidding process, eliminates conflict of interest and is a process that is open and transparent.
- Ensures continuous improvement is applied to all aspect of the procurement process including finding new and innovative ways to procure.
- Oversees the development of a robust procurement training program for divisional staff and across the organization.
- Works closely, maintains and improves relationships with executive professionals within the City's Agencies and Corporations and Divisions, and senior officials from Provincial and Federal Governments, intergovernmental and external organizations.
- Develops strategies, provides services and negotiates relationships to protect and improve interests of the City.
- Provides ongoing leadership by using effective management techniques, implementing change management to ensure appropriate resources and strategies are applied to successfully implement supply chain management and performance management processes, developing personnel so that employees are competent and qualified to ensure adequate service levels.
- Directs the preparation, analysis, development of strategies to implement Controller, Deputy City Manager and Chief Financial Officer and Treasurer, City Manager and Council goals and objectives, presentation and follow through to final adoption.
QUALIFICATIONS:
- Post-secondary education in a related discipline such as Economics, Engineering, Business Administration, Supply Chain Management, Public Policy/Public Administration or similar and/or an equivalent combination of education and experience.
- Considerable leadership experience in one or more of the following areas: Procurement; Asset Management; Supply Management; Purchasing; Supply Chain Management; Strategic Sourcing; Corporate Services; Materials Management and Stores or similar.
- Considerable experience developing and leading teams responsible for: Request for Information (RFI); Request for Proposal (RFP); Request for Quotation (RFQ); Invitation to Tender (ITT) or similar documents.
- Considerable project management experience, stewarding complex initiatives from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests, and resolving conflicts.
- Considerable experience in facilitating stakeholder groups.
- Exceptional problem-solving abilities; proven ability to generate creative solutions to complex problems.
- Exceptional leadership, negotiation and collaboration skills and the ability to coach and influence.
- Ability to work independently and under pressure to meet deadlines.
- Excellent presentation skills and outstanding writing, editing and communications skills with the ability to structure and present information clearly, concisely, and logically, to both internal and external stakeholders, through a variety of communications platforms, while ensuring corporate branding and messaging.
- High degree of judgment, political acumen and discretion; ability to analyze, problem solve and mediate complex situations with multiple stakeholders; strong networking and relationship building skills; and ability to handle matters of a confidential/sensitive nature as it relates to Council, senior staff, management and unionized employees.
- Ability to thrive in rapidly changing environment with frequent and competing priorities and deadlines and multiple tasks
- Knowledge of municipal operations, Committee and Council proceedings, collective agreements, City guidelines, policies, municipal bylaws, and relevant legislation including Employment Standards Act, Human Rights Code and Occupational Health & Safety Act, AODA, and a general understanding of issues facing divisions and the City.
